The Certificate in Local Council Administration (CiLCA) is the first rung in the ladder of qualifications available to local council clerks. It is assessed by a portfolio of evidence submitted by the candidate about how they work. It is not terribly onerous, but is quite exact in its requirements, requiring considerable precision in the collation and presentation of information. It is administrated by the Society of Local Council Clerks (SLCC) on behalf the partners who oversee the National Training Strategy for local councils.
